Debugger error: dumpvar_epic.pl not available

All, 

I've been trying to get the EPIC debugger to work correctly. However, upon
installing Padwalker-0.10 from CPAN, I get the following error regarding
"Error Parsing Debugger Variables":

  dumpvar_epic.pl not available.

I am using v3.0.0 of Eclipse, and Perl v5.6.1 for Cygwin (running on Win
XP). 

Any help would be of great benefit!!
