CVS branches after today's release

I released the current CVS version of EPIC today. Both 'stable' (0.4.0)
and 'testing' (0.5.0) are at this point the same code, with the only difference
being their version number. For the future, I created a CVS branch named
'stable'. The new procedures are thus:

Commit all bug fixes and new features to HEAD (= testing).
Commit all "safe" bug fixes to stable.
Do not update the plug-in version numbers or set version number tags. This
happens when the files are moved to the update sites.
